Issue

To support legacy installations that operate with IRIG-B, it may be necessary to convert time synchronization from PTP to IRIG-B. To this effect, IRIG-B needs an indication that daylight saving time is in effect. This information is carried by the PTP ALTERNATE_TIME_OFFSET_INDICATOR (IEEE 1588 §16.3)

Proposal

Grandmasters that support the ALTERNATE_TIME_OFFSET_INDICATOR (IEEE 1588 §16,3) should indicate the supported time zone in the displayName according to the abbreviation in https://www.timeanddate.com/time/zones/.
In addition, they should indicate that daylight saving time is in effect by appending a "*" character (ASCII 42) to the name, even if this is the only character in displayName.
NOTE 1: the time zone name changes only after the new time zone is in effect, IRIG-B specifies that the time jump be announced up to 60s in advance, while IEEE 1588 §16.3.1 indicates the minimum time in advance.
NOTE 2: the implementation of the management messages §16.3.4 to §16.3.7 is not requested.

Please explain what solution has been accepted. Is it "no change" (from 08-Nov-18) or the proposal in the attached ZIP file or something different. Also transition from "discussion" to "ballot period" should not be allowed for a TISSUE. 03 Aug 23 Solution Accepted
IEC/IEEE 61850-9-3 is not only for IEC TC57. It is the base of IEEE C37.238 and as such it must consider requirements from the IEEE side to widen the base. A proposal has been inserted which explains how to handle ATOI as an example. 20 Apr 18 Ballot Period
There is no requirement in WG 10 (i.e. IEC/IEEE 61850-9-3) on adding dedicated recommendations to support IRIG-B. (This rather belongs to C37.238). On the contrary, IEC 61850 compliant IEDs do not need any local time / daylight saving being received repeatedly. There are Logical Nodes defined to perform this functionality already today.

Changed to "+" for daylight saving time in effect and "-" for the contrary, no indication = don't know, interpret DisplayName.
IRIG-B has only one flag, but does not express if the flag is valid or not and what the default is (probably no DST).
