Issue

IMHO, I consider that "ConfRev" of a RCB has to be changed when dataset associated to RCB is changed by another dataset, not only through MMS using SetXRCBValues service, but also when changed in the SCL file with a ICT. Am I right?

When reading 17.2.2.7 paragraph, you can only read:
"The attribute ConfRev shall represent a count of the number of times that the configuration of the data-set referenced by DatSet has been changed. Changes that shall be counted are:
- successful SetBRCBValues of the DatSet attribute where the
DatSet attribute value changes."
This does not cover the change of the dataset in the SCL file.

In the GCB (18.2.1.6 paragraph), you can read a more generic sentence:
"The attribute ConfRev shall represent a count of the number of times that the configuration of the DATA-SET referenced by DatSet has been changed. Changes that shall be counted are:
- changing the value of the attribute DatSet."

Proposal

In 17.2.2.7 paragraph:

Replace the text "successful SetBRCBValues of the DatSet attribute where the DatSet attribute value changes." by using the text "changing the value of the attribute DatSet."

No change needed. As explained below, the term 'configuration' in 7-2 includes data flow definitions in SCL - see also part 6 tables 27 and 29 as well as clause 10. 29 Jun 17 Not Applicable
17.2.2.7 also states:
The counter shall be incremented when the configuration changes. At configuration time, the configuration tool will be responsible for incrementing/maintaining the ConfRev value.

Configuration changes are being also exposed in 17.2.2.7:
the number of times that the configuration of the data-set referenced by DatSet has been changed.

This includes the data set that is referenced by datSet as well as the content of the data set that is referenced by datSet.
