The schema defines the following definition for MinTime and MaxTime
<xs:complexType name="tGSE">
<xs:complexContent>
<xs:extension base="tControlBlock">
<xs:sequence>
<xs:element name="MinTime" type="tDurationInMilliSec" minOccurs="0"/>
<xs:element name="MaxTime" type="tDurationInMilliSec" minOccurs="0"/>
</xs:sequence>
</xs:extension>
</xs:complexContent>
</xs:complexType>
But it doesnot define any range for MinTime and MaxTime . I agree that the range is vendor specific. But if a value =0 is defined for MinTime/MaxTime , as we will not be able to calculate the retransmission interval based on this figure.
Proposal
I suggest to define a value always greater than zero for the MinTime and MaxTime which can be defined in the schema.

The value ranges and their meaning need to be defined in the communication mapping. As more than one mapping is possible, this is purposely left undefined in part 6. During respective after system configuration, when a mapping has been chosen, the system (and IED) tool can verify value correctness.
