Issue

The definition for response to DeleteNamedVariableList with a non-existent LN is not specified in any bullet section.

Proposal

Add the definition for response to DeleteNamedVariableList with a non-existent LN as:
"
A DeleteNamedVariableList-Request that specifies an objectScope of domainSpecific and MMS NamedVariable (e.g. Logical Node) and specifies a NamedVariable that is non-existent. If the requested NamedVariable does not exist, the MMPM shall return a a MMS Confirmed-Error PDU. The ServiceError, within the Confirmed-ErrorPDU shall be errorClass="access" with an errorCode="object-non-existent".

"
the problem exists (only) in the context of CreateDataSet / DefineNamedVariableList.
Proposal :add a bullet:
• A DefineNamedVariableList-Request that specifies an objectScope=”domainSpecific” and specifies a variableListName which does not contain the name of an exixting MMS NamedVariable. In this case, the MMPM shall return a MMS Confirmed-ErrprPDU shall be errorClass=”access” with an errorCode=”object-non-existent”

I agree with Bruce that the problem exists (only) in the context of CreateDataSet / DefineNamedVariableList.
Proposal :add a bullet:
• A DefineNamedVariableList-Request that specifies an objectScope=”domainSpecific” and specifies a variableListName which does not contain the name of an exixting MMS NamedVariable. In this case, the MMPM shall return a MMS Confirmed-ErrprPDU shall be errorClass=”access” with an errorCode=”object-non-existent”.

Same problem exists for "CreateDataSet".
7-2 requires persistent dataset names to be "LDName/LNName.DataSetName". If LNName is wrong then this is an illegal request. Question is: Should a server refuse a request where LNName is incorrect or should it ignore the "correctness". part 8-1 mapping over MMS allows "don't care about name" but other mappings MIGHT not be forgiving to wrong LNName.
