Issue

Atttributes of the Control Blocks defined in 7-2 (e.g., Attribute ConfRev in BRCB) are intended to be used the same way as "DataAttributes" of DATA. ConfRev has FC=RP and TrgOp=dchg. Thus a change in the value could trigger a report or logentry of the new value.

This "behavior" of the Attributes of the Control Blocks needs to be discribed and defined, respectively.

Proposal

Extend the definition of DSMemberRef in 11.2.2.3 to allow attributes of Control Blocks to become members of DataSets.

FCCB as data set member is obsolete. Editor Meeting April 08 - definition of service tracking.
there is no need anymore to introduce a new FCCB construct when the tracking service a supplied - see IEC61850-7-2 - Ed2 - CDV
