Is it possible to send 32bit bitstring data in a GOOSE message,if so which CDC will suits for this requirement.

No. IEC 61850 is object-oriented. So a 32-bitstring doesn't make sense.
Using INS (INT32) will be a private solution.
An interoperable and standardized solution would be to use 32x single point information (SPS). 		04 Mar 16 Not Applicable
