Issue

In 7-2 part, for Direct Execute control, when a control command is received, all command parameters are verified at "Perform Test" state.
And for SBO control, when a select command is received, all command parameters are verified at "Perform Test" state too.

But if IED is in "WaitForExecution" state and the same time it switchs its mode ("ON" -> "TEST" or "TEST" -> "ON"), what is the behavior of the IED?

Shall we abort the command with Oper_resp- and Addcause "Blocked by Mode"? Or shall we let the command running?

The standard is quite clear: if you are in test mode and you get a command which is NOT a test command, the server issues a negative response (part 7-4, table A.2) with 'Blocked by Mode' (part 7-2, table 54). 25 Nov 15 Not Applicable
