Issue

It is unclear that reports can be issued by a server immediately upon reception of a V-Put of RptEna=true (even before the write confirmation is sent).
This may cause some clients to ignore reports which are sent prior to the write-response+

Proposal

Clarify that servers need not send a write-response+ before sending InfoReports

I agree with the assessment. The state machine of Edition 2.1 of 7-2 will have a note about the asynchronous behavior being allowed. 16 Oct 15 Ballot Period
If at all, this is a 7-2 issue.

The standard does not require the response+ to come first, therefore, cliens that Set the rptEna to true shall not wait for the response+ before being able to process any associated incoming reports.
