Issue

Text in 8-1 on PurgeBuf differs from 7-2 text.
Part 7-2 states "If a SetBRCBValues service is executed against these attributes and causes a change of value, the implementation shall execute a purge of the buffered events as if PurgeBuf had been set to TRUE."

Part 8-1 is less restrictive: "A write of a change of value to RptID, DatSet, BufTm, TrgOps, IntgPd, or PurgeBuf shall execute the PurgeBuf procedure described in IEC 61850-7-2."

Proposal

Change 8-1 text to:
A write of a change of value to RptID, DatSet, BufTm, TrgOps, IntgPd, or PurgeBuf which causes a change of value shall execute the PurgeBuf procedure described in IEC 61850-7-2.

Only a modification of an attribute using a different value than the current attribute value is considered is considered a change of value.

This type of statement should be added in 8-1 and 7-2.

proposal:
do not overspecify 7-2.
Replace with:
"Refer to IEC 61850-7-2 as for which SetBRCBValues which cause a change of value of a BRCB attribute shall exectue the PurgeBuf procedure described also in IEC 61850-7-2."
