Issue

IEC 61869-9 defines name plate extension for tranformers. Those name plate extensions of type VSD and are dedicated for exposing the charactieristics of a MU / Transformer in a name plate way, i.e. for human readers.
For example : NamHzRtg - "dc;50Hz;60Hz" for a merging unit that supports dc, 50Hz and 60 Hz grid environement.
ICT of protection devices need the actual configuration of the TCTR/TVTR and not the caracteristic of the MU product within a project.

Proposal

Extend the definition of LPHD, LTMS, TCTR, and TVTR as proposed in the attached document so that ICT of protection device can extract actual configuration information of the MU within a project:
- Clipping, Accuracy Class, Hold time, Delay Time.

Change presence condition of HzRtg, ARtg and VRtg from O to M within TCTRs, TVTRs at least when the instances of TCTRs/TVTRs are implemented in a MU.

I provide a correction of the proposed document. Mainly the DO Clip in TCTR and TCTR will be inherited from abstract LN InstrumentTransformerLN.
Additionally the enumKind will be renamed.

The tissue goes to final proposal in the version of 22. July 30 Jul 15 Ballot Period
Accepted to change the proposed presence condition with relation to MU into optional and to define it by reference to IEC 61869 in the description text.

So the proposal of extension will be like in the attached document.
Additionally change the presence condition of TCTR.ARtg, TCTR.HzRtg, TVTR.VRtg and TVTR.HzRtg to M-O-C: M/F.

I agree with the proposal to change presence condition for some DO.
1) The Nameplate extensions coming from IEC61869 shall be under namespace of this standard. Means not mandatory and not modeled in namespace of 7-4.

2) The DO VRtg, HzRtg, ARtg shall be defined as MOmu/F (mandatory in case of MU, otherwise optional, in statistical context forbidden).
Because these DO are machine-processable, they shall be modeled in 7-4, I believe.
