Issue

LN ZGEN specifies the following mandatory DO: GenCtl and DExt. These are not used if the generator is controlled by other switches (e.g. XCBR). In IEC 61850-7-510 the LN ZGEN is not used.

Proposal

Change presence condition ZGEN.GenCtl and ZGEN.DExt to optional. This shall be considered in amd. 2.1.

Already suggested by UML TF: GnClt (DPC) and DExt (SPC) to optional. In case of statistical use: forbidden.
So the tissue can be changed to final proposal formally.
Shall be applied in amd. 2.1. 		20 Jul 15 Ballot Period
