Issue

We need to extend the ExtRef definition to include:
- a flag indicating whether the SCT can delete it or not
- basic type information in the case of later binding
Further, rules for "refinement" of ExtRefs by the ICT must be defined.

Principally accepted, however solution without SCL enhancement proposed, also in consideration of Tissues 1397 and 1257:
an ExtRef.intAddr attribute value unequal to empty string (prescribed or filled by the IED tool) is the flag indicating that the ExtRef shall not be deleted by the system tool. The system tool can however remove the link to the source IED.
Inside an ExtRef template (i.e. intAddr has a value) a specified doName (at CDC level) or additionally daName (at attribute level / basic type level) specify indirectly the expected CDC or data type. These values can be overwritten by the system tool, however only with references having the same CDC/data type.

The TISSUE as submitted is based on Agreement and discussions in WG10. I supoort the original proposal which allows the a mixed between an Approach of an IED tool using the "later binding" concept as well as a fully flexibel Engineering from the SCT.

Note that if the fully flexibel Engineering by the SCT is supported, the ICT needs to be able to accept and use ExtRefs as configured.

Adding the possibility to show restrictions with later binding by Basic type Information is useful and can already be supported with Ed 2.1

The final proposal, as it stands, is not enough for ED.2. So, I disagree with the current final proposal.

Then ED.2 needs to be clarified that all Extrefs shall be present in a IID. I say this, instead of the ICD, since some configuration changes could change the number of ExtRefs.

Please add this to ED.2. Otherwise, I am OK with the work going to ED.3.
