Issue

If a subscriber has limitation in where extRef can be intiated by a system tool, the limitation shall be made visisble in IxD file using
- later biding concept for the reception of the external signals
- introduce a new client capability restriction to inform that only later binding signals can be used for information flow engineering

As a consequnce, SICS
- S37, S38, S39 shall be made mandatory

Principally accepted to make S37, S38, S39 mandatory. S38 will be split into a mandatory part (for GOOSE and SV data flow) and an optional part (for reporting). An attribute noIctBinding (default = false) will be added to ClientServices. If it is true, it indicates that the IED tool cannot bind incoming signals, and the System tool must do this using the ICD/IID supplied ExtRef templates containing an intAddr value.	01 Jul 15	Ballot Period
