Issue

As a requirement of WG17 TF90-15 the association start should be possible by server and client. Figure 7 shows association by client only.

Proposal

Extent the ACSI that client as well server can start an association service. Change description of associate parameter accordingly.
Change or extent figure 7 to allow association by server .

extension accepted in next revision Ed2.1 of the standard.

A client may use the Associate service to establish an application association of type two-party with a specific server if the server has not associate already.
A server may use the Associate service to establish an application association of type two-party with a specific client depending on the used SCSM and on the system configuration.
Note: it is not recommended to use 2 distinctive two-party-application-associations between the same client-application and server-application.

PICS should be extended to provide the optional capability of a

- IEC 61850 Server (calling) to send an associate request to a IEC 61850 client (called)
- IEC 61850 Client (called) to send an associate respond to a IEC 61850 Server (calling)
