Issue

Several grid codes require DER to disconnect when the 10-minute moving average voltage exceeds a threshold, typically 1.1 p/u.

I do not see how to express this with existing LN/DO's.

Proposal

Add an optional DO to LN PTOV that specifies the averaging time associated with the DO PTOV.StrVal.

Add an optional DO to LN PTOV that specifies the update interval of the moving average.

I don't think this issue belongs to a protection function. More it seems as a monitoring to some network conditions and therefore I would suggest to use the normal MMXU limit supervision + the concept of deriving data in the statistical context. Means you can have a second instance of MMXU with a moving window of average. And the alarm (action, report etc.) you get from the supervision of this value.
Possibly a description of this use case would be useful in part 7-520.
