Issue

The standard series IEC 61850 does not define explicitly that all names are case sensitive. Implicitly part 6 (by the use of XML) requires that all names are case sensitive.

It would help to define the case sensitivity explicitly in 7-2 or in 7-1.

Proposal

Add the following text at the end of 7-2 clause 22.2:

All names defined for LD, LN, Data, DataAttributes, and their components (as defined by, e.g., IEC 61850-7-3 and IEC 61850-7-4) shall be case sensitive.

Note: The names "VoltsAB" and "VoltsAb" represent two distinct objects. It is highly recommended not to define both as standardized names!

Per Editors' meeting, 1308 is accepted.

Ed 2.1 will clarify that ObjectNames are case sensitive, although the enumeration of values for VISIBLE STRING indicates that 'a' and 'A' (etc.) are unique values.

Note that UCA test cases sSrN1 and sDsN1 already verify that ObjectNames are case sensitive.
