Issue

As discussed and agreed in UCA telco there is a TISSUE requirement in Part 7-2 to state the behaviour of a SetGoCBValues attempt on a GoCB with an inconsistent attribute leaving it open to anyone to have either a positive or negative response for GoEna. The inconsistent attribute is a 'Too large dataset'. Obviously, the negative response makes sense hence this TISSUE requirement to ensure only this response. Ed2 Part 7-2 GoEna defintion does explain this so no change required here, only a change in Ed1 Part 7-2.

Proposal

To resolve this I propose to, and agreed with members present on UCA telco 19/08/14, to add the exact same clarification made in Ed2 Part 7-2 into Ed1 Part 7-2 in clause 15.2.1.3 outlined in this Tissue:
From Ed2 Part 7-2 Clause 18.2.1.3:
'If there are inconsistent attribute values in the GoCB (for example the value of DatSet is Null)
or if the value of ConfRev equals 0, a SetGoCBValues with the parameter GoEna equals TRUE
shall fail and a negative response shall be issued.'

Discussion Created Status
Reason for TISSUE is for Group-Of-Experts to reach consensus of the intent of Ed1 and ensure applying a portion of the Ed2 spec to Ed1 devices is consistent with the overall intended operation of Ed1.

Also the UCAIug Test Procedures Working Group refuses to add tests which require behavior not specified in either the standard of subsequent TISSUEs.

The "correct" response from the G-O-E is "this behavior defined in Ed2 was the intent of Ed1 part 7-2" and mark the status blue

One purpose of edition 2 is to clarify inconsistent and unclear issues of edition 1. Thus in any case, if edition 2 gives a solution for an edition 1 issue (even if currently not documented), the edition 2 solution applies also for edition 1 IEDs - no additional tissue is needed. 22 Aug 14 Not Applicable
