Issue

It is unclear whether BufTim can delay an Integrity or GI report.

Integrity and GI report generation requires "All buffered entries shall be sent before ...." but does not specify the interaction of BufTim.

Proposal

Add to section 17.2.3.2.3.3 and 17.2.3.2.3.4:
"Upon expiry of the Integrity Period {receipt of a GI}, if any notifications have been buffered due to BufTim then the server shall behave as if BufTim has expired and immediately send a report with those notifications."

Discussion Created Status
7-2 describes GI and integrity reports as "notifications", and states that a report cannot contain more than one notification on a particular point therefore bufTim must "expire" in this case as described in 17.2.29.

Also, 17.2.2.12 IntgPd:
BufTm shall have no effect when this change issues a report.
