Issue

It is ambiguous which option maps to which bit in the OptFlds BitString. For example, is bit 0 reserved or mapped to refresh-time? What is the size of the BitString?

Proposal

The mapping of the options (refresh-time, sample-synchronized, sample-rate, data-set, and security) to the bits of the OptFlds BitString as well as the size of the BitString need to be explicitly specified.

In edition 2.1 bit length is extended to 7 bits (bit 0 to 6).
A new table will be included in edition 2.1 to clarify the mapping of OptFlds.

Actually OptFlds is a PACKED LIST, whose value can be read over a IEC 61850-8-1 interface.
8-1 maps PACKED LIST to (8.1.3.6):
A PACKED LIST type shall be mapped to a variable length MMS Bit-string. The minimum size of the bit-string shall be determined by the number of bits required to encode the members of the PACKED LIST.

The members of the packed list in 9-2 are:
(refresh-time, sample-synchronized, sample-rate, data-set, and security)
Therefore, OptFlds is mapped to a variable length MMS Bit-string of a length = 5.
