Issue: ACT is defined as "Protection activation information".
However it is used in PSCH for 3-phase indication (non-protection related information) for the TxXXX and RxXXX DOs.

So, either the description in 7-3 should be updated, or a new CDC should be created and the CDCs for PSCH.TxXXX and PSCH.RxXXX updated.

Proposed solution:

This common data class is used for Phase related Status Information like e.g. protection activation information. As any Status Information, it can be used for command operations through GOOSE Messages.

This common data class is used to represent :
- protection activation information,
- for phase related indication,
- for phase related command operation through GOOSE message.

As indicated already above ACT is used not only for "protection activation information". We need also a single phase operation (e.g. for de-iceing. This neads the also either a new CDC or - more easy - an update of the ACT description. 08 May 14 red
