Issue

UCAIug Ed1 conformance tests have been accepting INT32 as the type of attributes actVal and frVal of Common Data Class BCR since the beginning of conformance testing; but this has never been part of the accepted TISSUES and is therefore makes many existing devices technically non-conformant.

To remedy this, UCAIug proposes to now allow INT32 as an alternative to the INT128 specified in the standard. If this TISSUE is not approved, then all conformant devices will be forced to adopt INT128 as the size of counters.

INT64 has already been adopted by IEC for Ed2 to replace all uses of Ed1 INT128

Proposal

Change Table 20 (BCR CDC specification) rows "actVal" and "frVal" from "INT128" to "INT32 or INT128"

As agreed during the UCAIUG telco of 16 april 2014 we change the recommendation from 14 april into a shall. The BCR.actVal/frVal shall be INT32 in SCL as well as in MMS. 16 Apr 14 Ballot Period
SCL type declaration and MMS used type must be identical.
It is wrong to allow a DAI actVal bType=INT128, to map to an MMS Signed 32 bit.
I would recommend to only allow INT32 for actVal and frVal in both representation (MMS and SCL).
