Issue

Table 114 in section 24.2.2.3.1.1 states that index and indexRange for alternateAccess is “out of scope”. The meaning of “out of scope” is indeterminate in this context, and without these there is no way to access array elements individually in 61850.

Proposal

Index and IndexRange should be changed to “o” for these 8 cases, and IndexRange should be restricted to a value of 1

The intent is to access elements individually - allowing IndexRange > 1 would unnecessarily complicate this access.

The attached file contains a proposal for the corrected conformance statement of alternate access for dealing with arrays.
The IndexRange remains out of scoe since it is not ACSI conformant, and may be used for optimization of communication. However, the alternateAccess for dataSetMembers of type array is limited to index only.
