Issue

ConfSG indicates that the number of setting groups can be modified in the SCL 'SettingControl' tag.

The SCL file does not indicate the maximum number of setting groups that can be configured by the system configuration tool.

Proposal

I see two possibilies:
- change ConfSG from tServiceYesNo to tServiceWithMax or,
- add a new element 'MaxSG' to 'SettingGroups' inside 'tServices' to configure this limit.

SCL/IED/AccessPoint/Server/LDevice/LN0/SettingControl element contains attribute numOfSGs in the ICD/IID file should contain this maximum value and SHALL never be changed by the SCT. If fewer setting groups are needed for a specific application then the values of the last needed setting should be replicated in the remainder of the settings. Note that ICT MAY change this attribute but then it must ensure that the count of setting values is consistent with the changed attribute value. 20 Apr 17 Not Applicable

As already stated, the maximum number is defined by the IED (tool). It is transferred as SGCB.NumOfSG inside the ICD file to the system tool. ConfSG defines the capability of the system tool to use less parameter value sets, i.e. it might set NumOfSG to a smaller value than provided in the ICD file. Thus a maxSG parameter is not needed. 16 Oct 13 Discussion (red)
The IEC 61850-7-2 setting group control block does not offer this functionality neither.
I recommend that the configuration issue should be done in the IED configuration tool, and not in the system tool.
