Issue

In table 82 there is defined the Response- of the Select service. The Response- shouldn't have the Access Result "Success".

Proposal

Change the Access Result to "Failure" at the Select service its Response-.

Discussion Created Status
According to clause 20.5.5. Select.Reponse- is maaped to:
"The IEC 61850-7-2 select response– shall be performed through the use of an MMS Read.response+ that contains a NULL value (empty Visible-string) for the SBO attribute."
Therefore the access result of the MMS Read Response is "Success" and not "Failure".
The content of the read string informs if the select was successfull of not, not the access result. 		01 Oct 13 Not Applicable
