Issue

tService - FileHandling in -6 is defined to indicate IED support or not "All file services". But in -7-2 File services (GetFile|SetFile|DeleteFile|GetFileAttributeValues), SetFile|DeleteFile are optional as per A.3 ACSI table. Thus what is the correct ICD if a device supports GetFile|GetFileAttributeValues, but not SetFile|DeleteFile?
- If in ICD, FIleHandling is not there, SCT/client will see this device as not supporting any File services.
- If in ICD, FileHandling is there, SCT/client will see this device as support all file services including SetFile|DeleteFile.
Neither is not correct.

Proposal

Please clarify what should be the correct ICD when device support GetFile|GetFileAttributeValues but not support SetFile|DeleteFile services.

Accepted to change the wording for the <FileHandling> capability as follows:
Indicates that file handling is supported. The supported services additionally to all Get... services are defined in the PICS.
