Issue

The sematics for Services attributes Dyn and Conf and Fix are undefined in Edition 1. Edition 2 clearly defines these sematics which are already in common use in many existing Edition 1 IEDs.

Proposal

Edition 1 appears to have forgotten to create a definition. This has been fixed in Edition 2 of 61850-6 (in cluase 9.3.2).

Propose to accept these same definitions for Edition 1 IEDs:
-Dyn (dynamically settable by IEC 61850 communication services)
-Conf (configurable via an SCL file)
-Fix (only one fix value, typically documented in the SCL file).

The Dyn option in this case always includes the Conf option, i.e. if online setting is possible, also setting via SCL shall be possible.

Discussion Created Status
Accepted. This is essentially given by the rules how to interpret versions of IEC standards: all unclear and incomplete issues of Edition 1(2004) which have been settled in Edition 2 (2009) shall follow the Edition 2 specification. It will have no influence on existing or future standard documents, however on the conformance testing. 09 Sep 13 Not Applicable
