Issue

1. Please provide some information regarding analog GOOSE message. When should we consider the analog value as event for GOOSE Transmission.

2. At the startup/power on, GOOSE retransmission is required or not?

1. 7-2 already defines in clause 18.1:
If the value of one or several DataAttributes of a specific functional constraint (for example ST) in the data-set changes, the transmission buffer of the publisher is updated with the local service “publish”, and all values are transmitted with a GOOSE message.

2. 7-2 already specifies in clause 18.2.3.6
A transition of GoEna to TRUE happens directly at power-up or restart for properly and consistently configured GoCB.
