Issue

The current wording does not allow to deduce any mapping to TimeStamp. It does not tell there is a fractional second field and a time quality field. In addition, it redefines the time scale (without mentioning leap seconds), but such a definition should exist at only one place in the whole standard suite (in 7-2). 8-1 should only define encodings, not the basic type.

Uppercase-lowercase is wrong

Proposal

Remove the definition and refer to the 7-2 type.

n) UTC TIME - mapped to a 64-bit value ‘ssssssssssssssssssssssssssssssssffffffffffffffffffffffffqqqqqqqq’B

There is no issue with the text in F2.3. The text defines an extension to IEC 9506. Clause 8.1.3.7 defines the specific usage. No change is required. 02 May 13 Triage
