The current wording does not allow to deduce any mapping to TimeStamp. It does not tell there is a fractional second field and a time quality field. In addition, it redefines the time scale (without mentioning leap seconds), but such a definition should exist at only one place in the whole standard suite (in 7-2). 8-1 should only define encodings, not the basic type.

Uppercase-lowercase is wrong


Remove the definition and refer to the 7-2 type.

n) UTC Time should be changed to

n) UTC TIME - mapped to a 64-bit value ‘ssssssssssssssssssssssssssssssssffffffffffffffffffffffffqqqqqqqq’B

There is no issue with the text in F2.3. The text defines an extension to IEC 9506. Clause defines the specific usage. No change is required. 02 May 13 Triage
