Issue

SmpSynch in 9-2 can encode that the clock is not synchronized to a reference clock, but to grandmaster not connected to a global reference clock, identified by its grandmaster short ID (5..254) so the receiver can identify that two samples or phasor values are synchronized to the same clock.
SmpSynch in 90-5 does not identify the grandmaster, and this makes sense since an 8-bit short grandmaster ID cannot be engineered in a wide area network.
Therefore, SmpSynch in 90-2 has exactly the definition stated in 7-2, but not that cited in 9-2.
If the identification of the grandmaster is useful, it could be added.

Proposal

Leave SmpSynch as it is, but add an optional TLV field containing the 8-octet clock ID of the grandmaster, valid in case SmpSynch has a value different from 0.
