Issue

In AVCO there is a possibility to set Voltage setpoint by a Control command, DO SptVol. This possibility is lacking in ATCC.
Often it is wanted to set the voltage level in a system by a command from a control centre via 61850 communication.
In ATCC the only way to set Voltage setpoint is through DO BndCtr, ASG, Band center voltage. This is not a practical way of controling the voltage setpoint.

Proposal

Include the DO SptVol, APC, Voltage setpoint as Optional in ATCC
