Issue

Are there any rules defining which standard’s edition shall be observed, which is decisive in case of any interoperability problems between particular vendor’s IED implementation?
Does the Ed2 replace all previous editions or they all are still valid?

From an IEC standards perspective the latest standard is valid. It defines also which older standards it replaces, and how long it is assumed to live. Thus if a specification references just IEC 61850, it will refer to the latest version.
From the view of existing Edition 1 IEDs and related conformance tests still the Edition 1 definitions are valid (and can still be received from IEC). Concerning interop problems with Ed1 IEDs see also Tissue 1144.
