Issue

Two different applications of mag in CDC CMV

mag is defined as the "deadbanded value based on instMag." (see page 53 of 61850-7-3)

This definition is not applicable for the mag in the vector (mag + ang) of the attributes instCVal. The mag in the instCVal is NOT deadbanded! The mag in the cVal is deadbanded.


Does the deadband calculation work even when the attributes instMag (MV) and instCVal.mag and instCVal.ang (CMV) are not present? They are optional! The calculation should be based on the "instantaneous values" not on the existence of these attributes.

We may add another note:
- "The deadband calculation shall be based on the "instantaneous values" not on the existence of the attributes instMag, instCVal.mag, or instCVal.ang."

Proposal

We need to add 3 notes:
- that the instCVal.mag (the mag component of Vector) is NOT a deadbanded value.
- that the deadband calculation for cVal.mag
and cVal.ang is based on instCVal.mag and instCVal.ang
- Data attribute mag is not the same as data attribute component of the data attribute type vector
