MAC filtration is happening on receive side so that's confusing why sender should provide recommendation.

Proposal

"Vendors of IEC 61850-8-1 implementations that receive these types of messages should provide 3518 recommendations of addressing based upon the MAC IC’s hash algorithms."

I support the proposed change in the wording.
But I believe this has no practical relevance.
Other than initially perceived, these hashing/comparing methods vary widely between the interface chips.
The very simple ones may hold only 16 hashes in their lookup-tables, so there are quite some ambiguities when mapping 2^48 MAC addresses into 2^4 hashes. And even these simple ones do not all work exactly the same. "Server grade" interface controllers have many more options.
I doubt that there is a tool available that takes all of this into account to produce a MAC address scheme that works with different devices (interface chips) in a system.

Technically correct, editorial correction is good.

3518 is a lot of recommendations!

The sentence should probably be removed, or replaced with something like:

device vendors should indicate any significant limitation of the MAC filter, particularly any that affect the recommended ranges.
