Issue

As discussed and agreed on the last UCA Telco (4.11.2014). A TISSUE was needed to clarify the fact that Time Synchronization and Control services are mandatory services for Client Devices.

Given the nature of the client, it might not be always possible to have Control implemented. If a client does not support Control service, Time Synch. implementation is quite unusable.


Proposal

A similar TISSUE exists in Edition 2, TISSUE #820. Among other solutions it states that both services, Time Synch and Control are optional for Client Devices. The same solution is proposed in Edition 1.

Discussion Created Status
This tissue is not really needed, as Tissue 820 exists and the following is valid for interpretation of versions of IEC standards: all unclear and incomplete issues of Edition 1(2004) which have been settled in Edition 2 (2009) shall follow the Edition 2 specification. It will have no influence on existing edition 1 documents, however on the conformance testing. 10 Dec 14 Not Applicable
At the time we discuss the Tissue 820, we have identified the actor - client that gather comtrade files. For that client, neither control nor TimeSynch applies.
control and timeSynch services sould be optionaly in the PICS template to allow such client to be compliant to IEC 61850.
